Position Overview
The Division of Family and Community Services, Office of Early Childhood (EC) is seeking to hire a dynamic, organized, and detailed-oriented employee to serve as Subsidy Management Administrator and oversee the Bureau of Subsidy Management. The Administrator will provide administrative direction to the Department’s Child Care Assistance Program, assessing current service delivery for effectiveness and developing and implementing change where needed. EC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The EC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. The EC mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development. Job Responsibilities
1. Serves as Administrator of the Bureau of Subsidy Management.
2. Serves as full line supervisor.
3. Provides administrative direction to the Department’s Child Care Assistance Programs assessing the current service delivery system for appropriateness and developing and implementing change where needed, planning, and implementing programmatic changes required by legislative and regulatory changes and developing and implementing new programs by legislative initiatives or internal needs assessment.
4. Directs through subordinate managers the development, administration, monitoring, and technical review of the statewide childcare contractual programs.
5. Directs through subordinate managers the development and maintenance of all childcare management reporting systems, development and implementation of service program additions and changes, evaluates childcare program effectiveness and initiation of corrective actions on a statewide or local basis.
6. Provides liaison and coordination for the Department’s childcare activities with other public and private providers of the childcare community.
7. Provides administrative direction to the Department’s childcare information and referral activities and the development of working relationships with the childcare allied agencies with particular attention to Illinois Department of Children and Family Services (DCFS).
8. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skills, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
2. Requires four (4) years progressively responsible administrative experience in a health or human services organization.
Preferred Qualifications (in priority order)
1. Five (5) years of professional experience implementing human services Federal Grant Programs.
2. Five (5) years of professional experience developing and managing state and/or federal government funded early childhood education and care programs and systems, with particular focus on the federal Child Care and Development Block Grant, which could include but is not limited to experience with childcare licensing, quality improvement, childcare subsidy administration and management, or monitoring and compliance.
3. Five (5) years of professional experience managing and implementing state agency social service or public welfare service objectives, activities, and operational systems.
4. Five (5) years of professional supervisory experience assigning work, providing guidance and feedback to subordinates, training and developing staff, recommending discipline, and preparing and signing performance evaluations.
5. Five (5) years of professional experience developing, implementing, and evaluating new and revised methods, policies, procedures, and performance standards in a human services program.
6. Five (5) years of professional experience in conducting performance management and continuous quality improvement activities for a human services program or organization, generating corresponding statistical and/or written reports, and recommending and implementing policy changes because of those activities.

1. Requires statewide travel, including overnight travel.
