Southland Holdings is seeking resumes for a Contract Administrator. Under minimal supervision, this position provides support to the projects relating to the procurement, development, and execution on administrative maintenance of our project subcontracts and large purchase orders. This position will work directly with the project staff, legal team, accounting and Payroll groups to assure that the correct contracting tool is established, that subcontractor administrative obligations are achieved and that all required reporting related to these contracts is completed to our clients’ specifications. This position will report directly to the President of the Transportation Group or Project Controls Director as appropriate.

Essential Job Accountabilities:

  • Assist the project team with job startup tasks and attend pre-construction meeting to ensure job is started on time.
  • Prepare first draft of subcontract or purchase order, using company template, based on work scope and forward to subcontractor/vendor. Coordinate internal review, acceptance, and revision of subcontract/purchase order language. Manage process to execute contract by both parties.
  • Submit all required “Notice of Intent to Subcontract” paperwork to project client.
  • Coordinate with Legal Team to assure that the most up to date and approved contract mechanism is used for the scope of work.
  • Create and maintain accurate files for all agreements to ensure proper documentation is retained, and readily available.
  • Prepare subcontract progress pay estimates and approve invoices for payment upon verification of proper insurance and executed agreement. Coordinate the release of progress pay estimates, Material on Hand (MOH) and retention payments to subcontractors.
  • Ensure subcontractor payments and owner billings are timely and in accordance with prompt payment terms.
  • Assure that required subcontractor/vendor insurance and bonding information is on file and up to date.
  • Process and monitor owner required paperwork to ensure Southland and subcontractor compliance.
  • Take lead role in assuring that amounts reported for DBE and Small Business participation are accurate, reported timely and are consistent with contract requirements. Upload participation amounts in to clients reporting system. Coordinate with subcontractors and vendors to assure that they are promptly reporting their information as well.
  • Support the project team with documentation of the validation of DBE’s commercially useful function requirements and Good Faith Efforts to attain goals during the Project Execution Phase to ensure compliance with Federal and State contract requirements.
  • Provide training to project staff on best practices for contract compliance and documentation to assure a consistent process across all projects
  • Perform a variety of administrative and office support functions to ensure the daily operations of the Transportation Group run efficiently.
  • Main point of contact for subcontractors and owner on all administrative functions.

Education/Experience:

  • Bachelor’s degree
  • 5-10 Years Construction Administration experience
  • Experience with TXDOT contracts preferred
